Modular Buildings
The modular construction safety inspection and certification program has been in effect since July 1, 1993. The goal is to ensure modular construction is built to state fire and building code standards.
Program Highlights
Manufacturers are approved by the State Fire Marshal’s Office. Then, a NH certification label is issued and affixed to each modular unit, indicating the manufacturer complies with these standards.
Each manufacturer must also have an approved third-party inspection agency.
This agency has architects and engineers on staff to review and approve construction plans, and inspectors who perform in-process inspections of each unit.
The State Fire Marshal’s Office audits the third-party inspection agencies and manufacturers to ensure product quality and code compliance. We also conduct
on-site inspections of modular buildings that are being set within New Hampshire.
These procedures are in place to remove the inspection burden from local officials and end users.
Builders & Dealers, please notify our office and local officials at least 72 hours prior to the erection of a modular building or building component within our state.

How to Apply for Certification
Step One – Fill Out the Application
Manufacturers
Select a third party agent and have them complete the Modular Manufacturer Application. Include items A-C in Section II on the application.
Third Party Agents
Complete the Third Party Application.
Step Two – Submit Paperwork and Payment
- Remember to sign the application
- Include items required from the application and a check for $300, made out to the State of New Hampshire. This is a non-refundable application fee. The Fee Schedule can be found in Section Saf-C-3300 of the Modular Building Administrative Rules.
- Applications and supporting documentation may be emailed or mailed.

Approval
Once approved by the New Hampshire Modular Supervisor, you will receive a letter stating you have been accepted and will be instructed to send a $700 approval fee.
Once payment is received, you will receive a packet with your acceptance letter and a certificate that is good for one year. Packets will also include:
Manufacturer packets will also include forms you will be required to complete with each home that is shipped to New Hampshire. Your Third Party Agent will receive a copy of your certificate.
Third-Party Agent packets will also include forms you will be required to complete with label numbers sent to New Hampshire certified manufacturers.
Renewals
A notice is sent and a renewal fee of $1,000 will be due, along with notification of any changes to your organization that are related to Section II, parts A through D, of the original application. In most instances there are no changes. See Saf-C 3308.02, Renewal of Manufacturer.
Once the renewal fee is received, an updated certificate will be provided.
