State Emergency Response Commission
Welcome to the NH State Emergency Response Commission (SERC).
The State Emergency Response Commission (SERC) is responsible for implementing the Emergency Planning and Community Right-to-Know Act (EPCRA) provisions within New Hampshire. The SERC is a subcommittee of the Governor's Advisory Council on Emergency Preparedness and Security.
The Emergency Planning and Community Right to Know Act of 1986 was authorized by Title III of the Superfund Amendments and Reauthorization Act to help communities plan for chemical emergencies. It requires industry to report on the storage, use, and releases of certain chemicals to federal, state, tribal, territorial, and/or local governments.
What We Do:
- Establish procedures to process requests for information that are collected under EPCRA
- Review local emergency response plans
- Designate local emergency planning districts
- Appoint a Local Emergency Planning Committees (LEPC) for each district
- Supervise LEPC activities

Hazardous Materials Coordination in New Hampshire
There are nine teams of firefighters who have been trained as hazardous materials technicians that respond to chemical and hazardous materials incidents across the state.
