Emergency Support Functions
The NH Division of Fire Safety operates Emergency Support Functions (ESF-4 and ESF-10) of the New Hampshire State Emergency Operations Center (SEOC).
ESFs are part of the National Response Framework. The provide structure for coordinating response to an incident or event. ESFs 1 through 15 are the same throughout the United States.
The State Emergency Operations Center (SEOC) is located in Concord. The Department of Safety’s Division of Homeland Security and Emergency Management (HSEM) is responsible for operating and managing the SEOC.
The SEOC has four activation levels: Steady State, Enhanced Monitoring, Partial Activation and Full. Depending on the activation level, other Emergency Support Functions (ESFs) may be asked to assist HSEM in the SEOC.
